Youth homelessness in Scotland has reached a critical point. Over 7,500 young people were threatened with or experienced homelessness in Scotland a single year. This makes young people the most disproportionately affected age group in the homelessness system.
Rock Trust’s 2026 Scottish Election Manifesto sets out a clear, evidence-led plan to change this.
Grounded in over 30 years of frontline experience, lived-experience insight and national policy work, the manifesto outlines four practical, deliverable policy asks that would make youth homelessness rare, brief and non-recurring.

Our role
Rock Trust is Scotland’s leading youth homelessness charity, supporting over 1,100 young people last year to avoid or move on from homelessness.
Alongside service delivery, we work nationally to influence policy and practice through A Way Home Scotland, our cross-sector coalition committed to ending youth homelessness through collective action.
This manifesto is shaped by the voices of young people, the expertise of frontline staff, and collaboration across housing, youth work, health and education.
